scam emails usually contain obvious spelling mistakes and grammatical errors.
If in doubt DON'T make a payment.

It is your responsibility to ride safely and comply with the rules relating to electric bicycles (EPACS).
You can purchase electric bikes with motors that exceed the regulations of continuous power output and assistance cut off speed. However you are solely responsible for its use. At the time of your purchase you will be reminded of your responsibility as a Rider.
Responsibility and consequences for your actions cannot be passed on to others.
Chopsters with large motors can be registered and plated as MOPEDS, and the rider will need to comply with relevant rules regarding having insurance , wearing a helmet, not riding it on cycle paths, etc.
A chopster that is registered as a MOPED is still great fun.
If you think you are not responsible for your own actions do not buy a Chopster with a motor exceeding 250W.
Warning 3: Your Choice Your Responsibility
Anyone can purchase or build very fast electric​ bikes that do not comply with EPAC rules.
The use of the bike is under the control of the rider.
It may sound strange to have to remind people of this but unfortunately there are some riders, and law enforcers who believe they can blame the builder for the actions of the rider who knowingly uses a non compliant electric bike or ride in a dangerous manner.
